This effect was created by using UV sprite animations in Niagara.
The key here is a negative value on the point attraction force component. combined with a vortex on a strength curve. Then, add in three more particle effect simulations for embers, a smoke with a torus shape location component, and you're all set!
Oh, and the fire breath. Very important.
